A woman who was pulled over by an Arcola police officer in November 2019 after she’d been clubbing with friends knew something wasn’t right about the traffic stop. Though the woman had been drinking, the rookie officer, Hector Ruiz, never asked for her driver’s license, vehicle registration, proof of insurance nor did he ask her to undergo a field sobriety test after stopping her on Texas 6. To make matters worse — she had not immediately stopped when he flipped his emergency lights and sirens on. The late-night encounter quickly devolved into what federal prosecutor Sharad Khandelwal characterized on Monday as a nightmare.
